Joseline Espinoza, 24, was shot and killed, and Francisco Javier Ochoa, 19, is charged with manslaughter in the case, which has sparked outrage around Houston. Espinoza's family was heartbroken by the tragedy, and their suffering only worsened after learning that Ochoa had just been released on $50,000 bail. Jocelyn's horrific death and the legal drama surrounding Ochoa's release have sparked a wave of anger, anxiety and demands for justice in the community.

Arlie de Luna, Joseline's mother, is at the emotional heart of this tragedy, as she has proven to be her daughter's most outspoken supporter since her death. De Luna had to deal with the loss of her daughter on the day of Ochoa's release, in addition to the fact that her accused criminal was a fugitive from justice and had yet to appear in court. “How is it possible that this murderer is out on bail until December 3rd, when he is due back in court?” In a voice full of anguish and despair, de Luna asked.

De Luna's pain of loss was exacerbated by Ochoa's release, which they perceived as the ultimate injustice, along with the rest of Joseline's bereaved family. The fact that the guy suspected of killing Jocelyn was out on the bond and appeared to be free to live his life while theirs was completely destroyed was something the family had to deal with as they struggled to pay for the funeral. “Justice is coming to my daughter.” Considering the impact Joseline's death had on her child, De Luna commented, “My granddaughter is devastated, knowing her mother will never come back.”

The shooting happened early on September 15, 2024, according to the Houston Police Department. After a gunshot wound was discovered in St. Joseph Medical Center, Jocelyn was taken to Memorial Hermann Medical Center-Texas, where she tragically succumbed to her injuries, despite efforts to save her life.
